PADANG, INVESTIGASI_ Kapolda Sumatera Barat yang baru Irjen Pol Suharyono, S.I.K., S.H baru saja menginjakkan kakinya di Sumatera Barat. Beliau menggantikan Irjen Pol Teddy Minahasa Putra yang sedang menghadapi kasus hukum. Pengangkatan Irjen Pol Suharyono sebagai Kapolda Sumbar juga bertepatan dengan beragam masalah yang sedang dihadapi institusinya, seperti pembunuhan Brigadir J yang melibatkan Irjen Pol Sambo, kasus barang bukti Sabu dan lainnya yang menyebabkan jatuhnya moral anggota kepolisian seluruh Indonesia, termasuk di wilayah Polda Sumatera Barat.
Menurut Ketua DPC Peradi Padang Miko Kamal, S.H., LL.M., PhD, salah satu tugas berat Irjen Pol Suharyono adalah menaikkan kembali moral anak buahnya di jajaran Polda Sumbar. Miko yang merupakan doktor hukum jebolan Macquarie University Sydney Australia itu menambahkan bahwa menaikkan moral anggota polisi ini penting agar kerja-kerja penegakan hukum di Sumatera Barat berjalan lancar. Apapun alasannya, mewujudkan ketertiban dan kenyamanan di tengah-tengah masyarakat melalui penegakan hukum adalah tugas pokok kepolisian yang tidak bisa ditawar-tawar dalam konsepsi negara hukum (recthsstaat).
Agar moral anggota kepolisian naik lagi, DPC Peradi Padang mendorong Kapolda Irjen Pol Suharyono, S.I.K., S.H. melakukan beberapa kebijakan dan tindakan strategis.
Yang pertama, Kapolda mesti menjalankan perintah Presiden Jokowi terkait anggota polisi yang mempraktikkan hidup sederhana atau tidak hidup bermewah-mewah di tengah-tengah sebagian besar masyarakat yang terhimpit beban berat ekonomi. Dalam hal ini Kapolda mesti lebih dahulu memberikan contoh kongkret praktik hidup sederhana itu.
Kapolda juga harus memastikan jajaran di bawahnya tidak melakukan praktik pungutan yang tidak pantas dengan dalih apapun kepada masyarakat yang mencari keadilan dan/atau yang berurusan dengan pihak kepolisian.
Kapolda juga harus memastikan semua Standard Operation Procedure (SOP) dalam melayani masyarakat mulai dari polsek sampai ke polres dan unit-unit internal lainnya berjalan sebagaimana mestinya agar konsep Presisi (prediktif, responsibilitas dan transparansi berkeadilan) tidak sekadar jargon.
DPC Peradi Padang percaya dan optimis, di bawah kepemimpinan Irjen Pol Suharyono, S.I.K., S.H., moral segenap personil kepolisian di wilayah hukum Polda Sumbar akan naik yang akan menjadi salah satu prasyarat terwujudnya pelayanan hukum terbaik kepada masyarakat.
Sebagai bagian dari catur wangsa penegak hukum, advokat yang berada di bawah DPC Peradi Padang siap bekerja sama dengan Irjen Pol Suharyono, S.I.K., S.H. mewujudkan penegakan hukum yang benar di wilayah hukum Sumatera Barat.
