Sebenarnya, apa sih dikatakan personel pada pekerjaan proyek. Personel manajerial adalah tenaga ahli atau tenaga teknis yang ditempatkan sesuai penugasan pada organisasi pelaksanaan pekerjaan. Sebagaimana disebutkan, dalam standar dokumen pemilihan pekerjaan konstruksi, berdasarkan Permen PUPR 14/2020.
Sementara, personel manajerial merupakan salah satu persyaratan teknis pada tender konstruksi yang harus dipenuhi peserta tender. Untuk jabatan personel manajerial yang di isyaratkan pada pekerjaan kualifikasi kecil, pelaksana dan petugas Keselamatan Konstruksi/Ahli K3 konstruksi.
Untuk pekerjaan kualifikasi usaha menengah dan besar personel manajerial disyaratkan, meliputi jabatan, manajer pelaksanaan/proyek, manajer teknik, manager keuangan dan ahli K3 konstruksi. Persyaratan personel manajerial pada tender pekerjaan konstruksi berdasarkan SE Menteri PUPR Nomor 22 tahun 2020
Intinya, satu personel manajerial itu, hanya bisa memegang satu paket pekerjaan proyek. Kenyataan yang terjadi, malah masih banyak satu perusahaan atau group perusahaan besar yang menggunakan satu personel manajerial proyek memegang beberapa paket pekerjaan.
Apakah ini, sudah diterapkan oleh rekanan, baik skala besar, menengah maupun kecil. Investigasi dilakukan media ini, terkesan hanya diatas kertas saja. Ditemukan, satu personel manajerial, bahkan ada yang memegang tiga paket pekerjaan. Bayangkan, bagaimana bisa diawasi suatu pekerjaan, jika personel manajerial memegang tiga paket. Itupun lokasinya berjahuan.
Sementara, persyaratan personel manajerial pada tender pekerjaan konstruksi berdasarkan SE Menteri PUPR Nomor 22 tahun, termasuk jumlah personel. Disamping itu, setiap personel disyaratkan hanya mensyaratkan memiliki satu Sertifikat Kompetisi Kerja (SKT/SKA). Persyaratan pengalaman untuk petugas Keselamatan Konstruksi Ahli K3 Konstruksi.
Parahnya, untuk pembuktian saat lelang persyaratan SKA/SKT dan Ahli K3, hanya sekedar dihadirkan untuk pembuktian personel. Padahal, tenaga ahli tersebut hanya dibayar/rental. Setelah proyek dikerjakan, mereka tak ada kelapangan. Apalagi, tenaga ahli yang dibayar/rental itu, berasal luar Provinsi Sumbar. Inipun hampir pada proyek paket besar.
Wajar saja, banyak permasalahan yang terjadi. Karena, pekerjaan tak diawasi oleh ahli. Dan, yang hadir dilapangan, hanya tenaga biasa yang tak mengerti apa apa. Ini perlu menjadi perhatian agar pekerjaan proyek sesuai dengan diharapkan. Hebatnya, gaji tenaga ahli yang tertera dalam RAB saat lelang, itupun dimainkan. Karena, tenaga ahli rental itu, hanya sekedar hadir saat lelang dan memakai sertifikat keahliannya. Tunggu hasil Investigasi media, proyek mana saja yang menggunakan personel manajerial ganda dan tenaga ahli rental
