Seperti di lansir pada laman LPSE Provinsi Sumatera Barat Proyek Pembangunan Shelter Evakuasi Tsunami SD N 02 Maligi Sasak Ranah Pasisia dengan pagu anggaran Rp.2.750.000.000,melalui Dinas Bina Marga, Cipta Karya dan Tata Ruang (BMCKTR) Provinsi Sumbar dengan pemenang tender CV.Karya Bangun Persada perusahaan yang beralamat di Kota Padang.

PPK Pembangunan Shelter Evakuasi Tsunami SD N 02 Maligi Novi mengatakan, pelaksanaan pekerjaan Proyek masih rendah , sekarang sedang diburu pelaksanaanya, hingga kontrak akan berakhir tanggal 22 Desember 2023 “Kemungkinan pemberian kesempatan dengan dikenakan denda bang, agar bangunan bisa difungsikan”,.

Sementara itu, Konfirmasi kepada Frizlal selaku Pelaksana pekerjaan Pembangunan Proyek Pembangunan Shelter di SDN 02 Maligi Sasak saat dikonfirmasi belum mau memberikan jawaban terkait seputar progres pelaksanaan pekerjaan Lanjutan Pembangunan Shelter Tsunami SD N 02 Sasak.

Salah seorang warga Maligi Roni mengaku sudah hampir puluhan milyar pelaksanaan pekerjaan Shelter Tsunami namun belum ada niat dari kontraktor dapat menyelesaikan proyek tepat waktu dan sesuai kontrak, jangan hanya ketidak seriusan pihak kontraktor kami masyarakat yang di rugikan, bangunan shelter ini sangat besar mamfaatnya jika dapat selesai tepat waktu, karena sebagai alternatif jika sewaktu – waktu bencana tsunami melanda pesisir Maligi.

Sementara itu, sesuai

Pekerjaan Pembangunan Shelter Tsunami Ranah Pasisia SDN 02 Maligi milik Dinas Bina Marga Cipta Karya dan Tata Ruang (BMCKTR) Sumatera Barat tahun anggaran 2022 dengan pagu dana Rp2.000.000.000,00 jadi temuan BPK. Ditemukan pekerjaan tak selesai sesuai masa kontrak sehingga kontrak diputus dan mengakibatkan hasil pekerjaan tidak bisa dimanfaatkan tepat waktu.

Tahun 2023 perkejaan ini kembali ditenderkan (pembangunan lanjutan). Dilansir dari lpse.sumbarprov.go.id, tender kali ini pagu dana meningkat jadi Rp2.750.000.000,00, diikuti 122 perusahaan dan saat ini sedang proses evaluasi administrasi, kualifikasi, teknis dan harga.

Sebagaimana diketahui sebelumnya, pekerjaan pembangunan Shelter Tsunami Ranah Pasisia SDN 02 Maligi, tahun anggaran 2022 dengan kontrak nomor 640/04/Fisik/CK-BMCKTR/VIII-2022 nilai Rp1.866.326.000,00, berlaku selama 120 hari kalender mulai tanggal 15 Agustus 2022 hingga 19 Desember 2022. Selama masa kontrak, dilakukan dua kali adendum tanpa mengubah nilai kontrak.

Dalam progres pekerjaan, telah dilakukan pembayaran sebesar Rp1.174.550.288,54 atau 62,93% dari nilai kontrak dalam dua tahap. Pembayaran tersebut terdiri dari tagihan uang muka sebesar 30% dan pembayaran termin I sebesar 50,66%. Namun, terdapat selisih prestasi fisik yang belum dibayarkan kepada penyedia.

Pada tanggal 18 Februari 2023, kontrak pekerjaan tersebut diputus dengan kemajuan fisik sebesar 71,99%. Namun, hingga berakhirnya pemeriksaan lapangan oleh BPK, jaminan pelaksanaan sebesar Rp93.316.300,00 belum disetorkan ke Rekening Kas Daerah. Begitu juga dengan denda keterlambatan sebesar Rp84.068.738,74 belum dipungut dan disetorkan ke Rekening Kas Daerah sebagaimana terungkap dalam LHP atas Laporan Keuangan Pemprov Sumbar tahun 2022.

Hal tersebut mengakibatkan kekurangan penerimaan daerah atas denda keterlambatan serta jaminan pelaksanaaan yang belum disetorkan ke Rekening Kas Daerah. Dan hasil pekerjaan tidak dapat dimanfaatkan tepat waktu.

Temuan BPK mengungkap beberapa, kelemahan dalam pengelolaan proyek ini, termasuk kurangnya pengendalian dan pengawasan oleh Kepala Dinas BMCKTR. Pelaksanaan kegiatan yang kurang cermat oleh KPA/PPK dan PPTK, kurangnya kewaspadaan konsultan pengawas, dan keterlambatan penyelesaian pekerjaan oleh penyedia jasa.

Sementara itu, anggota DPRD Provinsi Sumatera Barat Zulkenedi Said menegaskan, jika proyek yang di danai melalui anggaran rakyat tidak dapat di selesaikan tepat wakt, diakibatkan kontraktor pelaksana lalai dan tidak profesional dalam pelaksanaan, akan dilakukan fungsi pengawasan. Jangan lagi terulang pelaksanaan proyek gagal untuk kedua kalinya di lokasi yang sama. Ini patut kita duga pihak kontraktor terkesan lalai.

Sementara dinas terkait belum memberikan keputusan yang tegas. Kalau kontraktornya tidak benar putuskan kontrakan saja. Jangan ada permainan kongkalingkong hingga pekerjaan di PHO.
