Jarang media yang memfokuskan berita investigasi terhadap pekerjaan infrastruktur. Padahal, penyimpangan keuangan negara itu, banyak terjadi pada pekerjaan proyek di pemerintahan. Terutama menggunakan dana APBN dan APBN. Koran Mingguan Bakinnews yang memulai, itupun atas ide Muhammad Nurnas, sekarang anggota DPRD Sumatera Barat dari Partai Demokrat.
PADANG, INVESTIGASI_Ide lahirnya media yang fokus melakukan investigasi pekerjaan proyek, berawal bincang bincang dengan Muhammad Nurnas awal tahun 2000. Saat itu, M. Nurnas menjadi Ketua Lembaga Pengembangan Jasa Konstruksi Daerah (LPJKD) Sumbar. M. Nurnas melihat, penyimpangan pekerjaan proyek dimulai dari proses tender. Saat itu, tender masih manual dan rentan bagi bagi ‘uang cinduo’
Modusnya, saat tender, hanya satu rekanan yang dijagokan. Rekanan lain hanya sekedar ikut serta. Rekanan yang dijagokan itu, menawar mendekati pagudana atau HPS. Tujuannya, bisa bagi bagi ‘uang cinduo’ kepada rekanan yang menjadi pendamping. Atau rekanan lain, hanya sebagai pengantar marapulai. Tender manual ini, saling menguntungkan rekanan. Meski, tak dapat pekerjaan, tapi bisa menikmati ‘uang cinduo’
“Kalau sekarang, tender sistim elektronik, malah yang bermain rekanan dengan Pokja atau panitia. Mencari kesalahan rekanan lain dan mengunci speck modus dimainkan untuk memenangkan jagoan. Kalau ada yang dekat dengan panitia atau ‘kepala daerah malam’ akan bisa memenangkan tender. Bahkan, hebatnya satu rekanan bisa mendapatkan banyak proyek dengan perusahaan berbeda,” kata Novri Investigasi.
Lelang, sistim elektronik ini, kata Novri sangat kental iskriminasi, intimidasi dan nepotisme. Begitu juga pada tahap pekerjaan fisik, terjadi pengurangan volume, mark up pekerjaan dan tak mengacu spesifikasi teknik. Penyebabnya, kurang pengawasan, apalagi pengawasan dari media. Karena, tak ada media yang memfokuskan berita pada pekerjaan proyek ini. Bisa jadi, tak memahami teknis pekerjaan infrastruktur
Koran Bakinnews yang digawangi, Nurul Hadi (Pimpinan Umum), Hidayat (Wakil Pimpinan Umum). Aldi (Pimpinan Perusahaan) Novri Investigasi (Pimpinan Redaksi) memulai koran yang fokus pada pemberitaan proyek. Karena kurang memahami teknis, lalu dipandu dan diberi ilmu oleh Muhammad Nurnas yang mencetuskan ide, berita investigasi pekerjaan proyek ini.
Ditunjukkan cara melihat dan membaca gambar dari dokumen penawaran. Dan, cara melihat gambar kerja dibandingkan dengan proses pekerjaan dilapangan. Bahasa teknis pun diajarkan. Dan, cara investigasi dilapangan dibekali ilmu. Apapun yang diajarkan M. Nurnas, itu menjadi bekal untuk investigasi pekerjaan proyek dilapangan. Dan, saat itu, Koran Mingguan Bakinnews menjadi momok rekanan.
Setelah Koran Mingguan Bakinnews memulai berita investigasi proyek. Baru berkembang dengan terbitnya media lain. Itupun pecahan dari Bakinnews. Seperti Binnews didirikan Novri Investigasi dan Hidayat ( Sekarang Ketua Fraksi Gerindra Sumbar). Lalu, Binnews mengembangkan diri dan Novri Investigasi mendirikan Koran Mingguan Investigasi. Akhirnya, ketiga media ini seiring sejalan, memberitakan investigasi pekerjaan proyek. Nv
