Faktanya, panitia memenangkan rekanan yang menawar terjun payung sampai 28 %. Pembangunan ruang kelas baru SDN 10 Sungai Sapih dengan pagudana/HPS Rp9.235.770.270.00, dimenangkan CV. Pemenang nomor 4 itu, menawar Rp.6.647.343.260.00 atau turun 28%. Dan, dimenangkan penawar terjun payung perusahaan ini, mengundang, kritikan berbagai kalangan. Terkesan perusahaan itu, asal mendapatkan proyek, tanpa memikirkan resiko yang terjadi. Apalagi, harga material tak stabil, termasuk harga semen yang melambung. Penawaran saja, terjun payung ditambah harga material tak stabil, tentu ada indikasi terjadi pengurangan volume.
