Pendahuluan
Pada hari Sabtu tanggal 11 Mei 2024 Sumatera Barat kembali berduka. Kenapa tidak, setidaknya ada lebih kurang tiga puluh satu (31) orang meninggal dunia akibat bencana air bah dan erupsi Gunung Marapi (Orang Minang menyebut Galodo).
Kejadian ini tentu menyedihkan bagi masyarakat Sumatera Barat. Rasanya baru kemarin bencana galodo melanda daerah Kabupaten Pesisir Selatan, yang meluluhlantakkan beberapa desa dan nagari di Kabupaten Pesisir Selatan.
Bahkan, beberapa kepala keluarga harus tinggal dan menginap di tempat pengungsian dalam bulan puasa dan lebaran. Tidak berlebihan, ketika membuka hari Kesiapsiagaan Bencana Nasional, di Padang 2024, Menteri Koordinator Bidang Pembangunan Manusia dan Kebudayaan Republik Indonesia Muhadjir Effendy menjelaskan bahwa Sumatera Barat secara georgaris adalah daerah rawan bencana. Setidaknya 2023 telah terjadi 500 lebih terjadi bencana
Tata Ruang
Tata ruang yang memadai tentu harus menjadi perhatian dalam mengatasi bencana. Setidaknya, masyarakat untuk peduli dengan tata ruang yang tentu bertujuan dalam menata tempat tinggal atau tempat hunian, hutan kota, hutan lindung, dan lain-lain. Akan tetapi, kesadaran akan tata kelola yang baik dan bagus tentu harus disiapkan.
Kemudian, masyarakat harus patuh akan tata ruang tersebut. Biasanya, bencana akan menimpa kita ketika masyarakat tidak lagi peduli dengan tata ruang wilayah. Bencana yang terjadi beberapa hari yang lalu di daerah Lembah Anai sebagai bukti bahwa kita tidak taat aturan akan tata ruang. Padahal semasa zaman Belanda 1904 pernah terjadi galodo besar di Lembah Anai hingga bukit Tambun Tulang sehingga Belanda meninggikan rel kereta api. Harusnya kita belajar dari bencana masa lalu.
Mitigasi Bencana dari kearifan Lokal.
Mitigasi bencana pada masyarakat harus diakui menjadi catatan tersendiri. Masyarakat seakan abai dengan mitigasi bencana. Wilayah yang rawan bencana, oleh nenek moyang kita biasa mereka tandai dengan nama. Tarandam yang bermakna daerah yang rendah dan biasa terendam Ketika musim hujan masih kita jadikan perumahan. Membangun rumah dengan konstruksi rendah lagi. Seharusnya konstruksi rumah yang tinggi atau rumah panggung sehingga aman dari bencana banjir, tidak terendam. Begitu juga dengan nama Padang Laweh di kaki Gunung Marai, harusnya daerah tersebut juga tidak dibangun pemukiman.
Cukup tempat berladang saja. Karena Padang Laweh merupakan padang yang akan menghampar debu dari erupsi Gunung Marapi. Begitu juga dengan nama Timbo Abu di Pasaman, di kaki Gunung Talamau atau Gunung Ophir. Harusnya daerah tersebut juga bebas dari pemukiman karena daerah yang rawan bencana gunung meletus.
Harusnya kesiapsiagaan bencana ini menjadi perhatian kita semua dalam melindungi masyarakat dari bencana. Kearifan masyarakat akan nama wilayah harusnya selalu menjadi perhatian kita agar resiko akan bencana dapat diminimalkan.
