Berdasarkan hasil Investigasi awak media ini, sejumlah pekerjaan utama seperti bendung PLTMH menggunakan material batu kali dan material tanah bekas pematangan lahan dilokasi proyek di duga tidak mengantongi izin sebelum di mamfaatkan oleh pihak penyedia jasa.
Pembangunan PLTMH Tongar diduga syarat KKN, pasalnya selain pemanfaatan material galian C seperti batu kali setempat juga belum mengantongi izin galian sebagaimana di atur dalam undang – undang, hal lain yang juga diduga belum mengantongi izin yakni pemamfaatan sumber daya air permukaan.
Saat dikonfirmasi kepada Herman Istiarto Wibowo selaku penyedia jasa pelaksaan kegiatan PLTMH PT.Nusa Karya Enjinering (NKE) mengaku sudah memiliki kelengkapan izin dokumen secara lengkap namum saat ditanya kelengkapan surat izin yang dimaksud ia berkilah bahwasanya kami sudah memiliki segala kelengkapan sebelum pekerjaan dilaksanakan.
Terkait penggunaan material galian C dilokasi bendungan utama ia hanya mengaku bahwasanya berdasarkan Undang – Undang Cipta Kerja yang baru sudah di atur dan di sudah jelas alur dan pelaksanaan proyek Investasi tersebut.
Persoalan pemamfaatan batuan sungai yang dimamfaatkan oleh PT.Optima Tirta Energi atau PT.Nusa Karya Enjiniring (NKE) dalam proyek PLTMH Tongar sudah pernah dilaporkan oleh salah seorang warga Pasbar kepada pihak Polda Sumbar namun hingga saat ini belum ada tanda akan ditindak lanjut. BY
