Menarik dikupas pekerjaan proyek lanjutan rehab berat DPRD Kabupaten Pasaman. Pasalnya, disamping progresnya diragukan, pekerjaan fisikpun jadi tanda tanya. Pekerjaan rehab berat, tapi prakteknya kerja baru. Sebab, bangunan diruntuh semuanya.
Wajar saja, proyek lanjutan rehab berat Kantor DPRD Kabupaten Pasaman, berlokasi di Lubuk Sikaping itu menjadi tanda tanya. Apalagi, proyek bernomor kontrak Rp16.152.860.000 itu, mulai kontrak 2 Juni 2021. Dan, diprediksi proyek menggunakan dana APBD Kabupaten Pasaman tersebut, tak akan selesai tepat waktu.
Menarik, kontraktor yang mengerjakan proyek tersebut, mampu mengalahkan rekanan lokal yang sudah punya pengalaman dibidang konstruksi bangunan. Sementara, rekanan pemenang merupakan rekanan luar, beralamat di Jalan KH. Agus Salim LK VIII, Kelurahan Teladan, Kecamatan Kota Kisaran Timur, Kabupaten Asahan.
Entah siapa yang membawa perusahaan tersebut. Diprediksi perusahaan luar ini menjadi penyebab keterlambatan pekerjaan. Disebut sebut kendala tenaga kerja dan alat juga menjadi penyebabnya. Tenaga teknis saat lelang, juga dipertanyakan, apakah sesuai dilapangan dan saat klarifikasi pemenang ketika lelang
Keterlambatan pekerjaan, sudah terlihat memasuki bulan Juli 2021. Artinya, sebulan sesudah masa kontrak, pekerjaan masih sebatas pembuatan papan bagesting. Sementara, pekerjaan struktur masih belum ada sama sekali. Mungkin, perlu pengawasan ketat dari Dinas PUPR Kabupaten Pasaman agar rekanan bisa mengebut pekerjaan.
Terlepas siapa yang membawa perusahaan luar tersebut. Dengan mepetnya waktu, peranan konsultan pengawas sangat diperlukan disamping pengawasan dari Dinas PUPR. Apalagi, ini gedung DPRD, tempat wakil rakyat yang bertugas melakukan pengawasan terhadap kinerja eksekutif.
Menjadi tanda tanya, ini pekerjaan rusak berat, bukan bangunan baru. Perlu juga disosialisasikan, berapa persen kerusakan bangunan, sehingga dikategorikan kerusakan berat. Apalagi, teknisnya hampir serupa dengan bangunan baru. Jangan sampai terjadi, kerusakan berat, tapi kerjanya bangunan baru.
Perlu juga disikapi. Dari progres sekarang ini, beresiko tinggi terhadap keterlambatan pekerjaan. Pasalnya, perubahan cuaca pada bulan September sangat mempengaruhi pekerjaan. Jangan jangan nanti, cuaca menjadi alasan adeddum pekerjaan. Juga menjadi dalih menyelamatkan perusahaan dan merekayasa pekerjaan. Kita tunggu saja
